   - All library operations are serialized. Remarks about safe usage of the library in
     multi-threaded environment are added to the manual.
   - Fixed loading the default dialect (EN or EN_US) in case the LANG environment
     variable is not specified.
   - The behavior of eLngLoadDialect is now identical to LngLoadDialect.
